In a bowl, pour in the soy milk with the sugar and mix.
Add the finely chopped hazelnuts, the water, the potato starch and mix with a hand whisk to avoid lumps.
Add the sifted flour and baking powder and mix again.
Pour the mixture into a 24 cm bundt pan greased and floured and bake at 180° for 40 minutes.
