Clean the leeks and cut them into rings
Sauté them in a pan with a little oil over fairly high heat, stirring so they do not burn
Toast the flour, stirring continuously with a wooden spoon, let it cool and add some water, preferably reserved from cooking some vegetables
The liquid should be added a little at a time, stirring vigorously and taking care that the flour does not form lumps
The result should have a creamy consistency
Let it cook over low heat until it thickens
Pour the leeks into an oiled baking dish, cover them with the flour cream and sprinkle with grated Parmesan
Bake for about half an hour in a not too hot oven
