Drain the salt cod and cut it into fairly large pieces.
Remove the skin and bones.
In a baking dish, heat four tablespoons of oil and brown the chopped onion and the whole garlic cloves.
Brown the salt cod on both sides, pour in the milk, salt and season with a pinch of pepper.
Cover the baking dish and transfer it to a preheated oven at 180 degrees for about 2 hours or until the milk has been completely absorbed.
In a small saucepan, melt the anchovy fillets over low heat with three tablespoons of oil and then pour the sauce over the salt cod.
Sprinkle with chopped parsley and mix gently.
Sprinkle with grated cheese, place under the grill and when a golden crust has formed, remove and serve.
